The purpose of this study is to analyze the governance characteristics of Community-Driven Development(CDD) in the Community of Gwacheon Flower complex Community(CGFC). For this purpose, the participant observation method and qualitative data from interviews, local news paper, and existing literatures were used. To overcome problems of reliability, validity and subjectivity in qualitative data analysis, ‘methods triangulation’ and ‘data triangulation’ were used. Study results shows that decentralized organizations of community, voluntary participation, close network, trust and cooperation was found to be important factors for successful governance of CGFC. Based on these findings, policy implications such as the importance of developing common goal with participation of community members, close networking among stakeholders, attracting institutional support for necessary resources and decision-making power were suggested.

Many public conflicts in our society have been characterized by deepening, amplification, linkage, and ambiguity of objects. As a result, efforts have been made to provide practical measures to effectively manage and resolve public conflicts. However, in spite of the importance of solving public conflict, much research has not been done on it. Therefore, in order to overcome these limitations, this study examined the interconnectivity of public conflict resolution, focusing on organizational factors, human factors, legal institutional factors, socio-cultural factors, and civic participation factors. The results of the analysis show that legal institutional factors and sociocultural factors have a statistically significant impact on public conflict resolution. On the other hand, organizational factors, human factors, and citizen participation factors have no statistically significant impact on public conflict resolution. This is because it is essential for conflict resolution, conflict experts, and civic participation in the conflict resolution process. However, it is necessary to establish a socio-cultural environment in which various stakeholders recognize and respect each other's values, Suggests that public conflicts can be solved more smoothly when the legal process for resolving the overall conflict is systematically established.

Local governments have been implementing various policies for managing the population decrease in the Japan. This thesis suggests the policy implications for Korean local government to research case study which has showed the positive effects in the Japanese local government. Firstly it is necessary to get out of the perception that birth rate is the most critical point to manage the population problem. Secondly it is important for local government to think and implement various policies on growing up baby and children. Thirdly the local governor decides and does the comprehensive policy that makes the city be attractive. Finally it is important to construct new governance that allows the coordination of citizen with local government and implements an effective administration for increasing the satisfactions of citizen.

As an exploratory research, this study examines individual level of policy analysts’ capacity(pac) on policy success (outcome) in public organizations for science & technology policy in South Korea. Drawing on the logic model, I assume that PAC positively affects the quality of policy reports, which then leads to policy success. The analysis was conducted with the public organizations such as Korea Information Society Development Institute(KISDI), Science and Technology Policy Institute(STEPI), Korea Institute of Science & Technology Evaluation and Planning(KISTEP) and so on. The results confirm the logic model: positive relationships of PAC→Output→Outcome. Also the study finds the moderating and mediating role of organizational level of analytical capacity. Implementing Strategy Capacity and Interpersonal Communication Capacity were the majority of PAC among individuals in public organizations for science & technology policy, which reflects the current Korean context of comprehensive role of policy analysts for the government not just limited in providing the advices. Finally the study informs that each public organizations for S&T policy has variant mechanism of PAC effects. This should be acknowledged among the governance builders.

This study is to analyze the effect of the government evaluation system on organizational performance and moderating effects of the concentration on quantitative evaluation index. Based on analysis results, First, the link between individual performance and organizational goals has a positive effect on the effectiveness and efficiency of organization. Second, the provision of information on individual performance improvement has a negative effect on organizational effectiveness. Third, the utilization of the evaluation result in the organization management has a negative effect on the effectiveness and efficiency of organization, and the establishment of the organization goal and the revision of the strategy have positive effects on the efficiency and accountability of organization. Fourth, the concentration on the quantitative evaluation index has a positive effect on organizational responsibility. Policy implications are as follows. First, it is needed to clarify organizational goals to overcome the goals’ ambiguity in the public sector. Second, the information obtained through performance management and evaluation activities should be fed back and applied to various decision-making processes of the organization. Third, the quantitative evaluation index should be utilized more than the qualitative evaluation index to clarify the evaluation result. Fourth, the results of the performance evaluation should be periodically returned to organizational members to raise the members’ perception of evaluation results.
